How Many New Countries

I was having a disagreement with someone about how many independent countries former Yugoslavia has been split into, I came up with four and he came up with six.  Turned out we were both wrong, it's five.

Then I started guessing how many new countries have been created in the last decade or so and

I came up with 16, but........
